Alan Clem was born March 4, 1929, in Lincoln, Nebraska, the son of Remey and Bernice (Thompson) Clem. He graduated from St. John's Military School in Salina, Kansas in 1946, and from the University of Nebraska in 1950, where he served as editor of the Daily Nebraskan and was a member of Alpha Tau Omega fraternity. He received the MA degree in European history in 1957 and the PhD in political science in 1960, both from the American University in Washington, DC. He worked as copywriter and research director for Ayres advertising agency in Lincoln, 1950-52, as press secretary in Washington for Nebraska congressmen Carl Curtis, 1953-54, and R. D. Harrison, 1955-58, and as information officer for the Foreign Agricultural Service, 1959-60. He joined the political science faculty at the University of South Dakota in 1960, serving as department chair 1976-78 and becoming emeritus professor in 1996. He then taught part-time until 2006. His special courses concerned American parties and election campaigns, Congress, political geography, and research methods. For several years he was in partnership with Neil Palmer in a polling firm, Opinion Survey Associates. He wrote numerous monographs and articles in professional journals, and was the author of several books, including Prairie State Politics (1967), American Electoral Politics (1981), The Government We Deserve (fifth edition, 1995), and Government by the People?
