- [Hugo Grotius was a Dutch jurist, scholar, statesman, and diplomat whose works laid the foundation for modern international law. His De Jure Belli ac Pacis (1625, On the Law of War and Peace) is considered one of the greatest contributions to the development of international law; he also wrote Mare Liberum (1609, The Freedom of the Seas). Grotius wrote a number of philological works and a drama, Adamus Exul (1601, Adam in Exile).
