He was born in Salt Lake City on April 15, 1951. Gary graduated from Highland High School in Salt Lake City, and completed BA and MS degrees in economics at the University of Utah. He taught at Cottonwood High School in Salt Lake City for two years. Received his PhD in government from Cornell University in 1982. Gary was a professor of Political Science at Brigham Young University, and taught courses in American government, public policy, constitutional law, environmental law, and international development. While continuing his teaching career, he completed his JD degree at the BYU law school in 1994. He was director of the University of Colorado's Natural Resources Law Center in Boulder from 1999 to 2001. He served on the board of directors of the Inter-American Foundation and the Mali Rising Foundation, organizations that work to alleviate poverty in developing countries)
