It has not been possible to apply it to the first 14 congresses (1789-1817), as the publications were not assembled in book form. ... The serial number should not be confused with the separate series numbers of the documents and the reports, which include the number of the congress and session as a part of the designation.... It is a continuing number regardless of congress or series....
