The NWLB was established in 1942 to settle labor disputes in the war industries. In the spring of 1943, while heavily involved in trying to arbitrate major disagreements in the coal mining sector, Morse announced an opinion extending jurisdiction of the NWLB to all industries, even if not directly linked to war.
