Summary
World War II cartoon shows Secretary of the Interior Harold L. Ickes telling William H. Davis, head of the War Labor Board, to sign a document reading "W.L.B. Approval of Mine Contract." United Mine Workers President John L. Lewis, with his arms folded, watches over Ickes's shoulder. In 1943, the War Labor Board had set wage levels that Lewis and his miners objected to, resulting in a series of strikes. Davis felt that the miners, as a matter of principle, should not be allowed to dictate to the government, but Ickes wanted to negotiate and finally worked out an agreement with Lewis that the WLB approved with some reluctance.
