Summary
World War II cartoon shows shows a spiffy elderly gentleman at the door of the White House, carrying a paper reading "To F.D.R. The 78th Congress Is Ready for Business." Harry Hopkins, President Roosevelt's personal aide, looking out the window, says, "P-s-s-t -- That man's here again, Chief." The Democrats fared poorly in the 1942 Congressional elections, losing a number of seats although they did not lose their majority. Berryman suggests that the President is not enthusiastic about working with a Congress that will be far less likely to endorse his programs uncritically
