Summary
Cartoon shows Secretary of the Treasury Andrew Mellon standing in front of a huge bag labeled "U.S. Surplus Nearly Two Hundred Millions." Mellon shows a sign reading "There'll Be No Tax Reduction -- Sec. Mellon" to John Q. Public who holds his empty hat (labeled Tax Payer) in his hands. Mellon was an ardent advocate of tax reduction and shepherded many tax cuts through Congress during his long tenure at the Treasury. It is not clear what inspired this cartoon.
