Summary
Cartoon shows consumer activist, Ralph Nader, as Napoleon, on horseback, retreating through the snow from Washington. Behind him ride his dispirited troops including Esther Peterson, White House consumer aide and Kathleen O'Reilly, executive director of the Consumer Federation of America. President Jimmy Carter, depicted as a wounded French soldier lying in the snow, watches the retreat. The cartoon is a caricature of Jean Louis Ernest Meissonier's painting commonly referred to as "The Retreat from Moscow." Nader had hoped that under the Carter Administration, great strides would be made in consumer legislation, but Congress refused to create a federal consumer agency. Disillusioned consumer activists began to shift their attention to the state and local arenas.
