Silsby II was born on February 8, 1925, in Brewer, Maine, later moving to Aurora, Maine. He attended Ellsworth (Maine) High School and Higgins Classical School, graduating in 1943. He served briefly in the Army, then enrolled at Bowdoin College, graduating in 1947. He attended Boston University Law School, left after two years, passed the Maine bar, and was admitted into practice in 1949. He became a municipal court judge in Ellsworth in the 1950s and practiced law in Hancock County for 30 years. He later served as a Maine Superior Court Judge for more than 14 years. After his retirement he began writing occasional columns for the "Ellsworth American" newspaper; these historical columns, entitled "Looking Backward," became a weekly occurrence in May 1996. His last column was published in May 2003, after appearing in the paper for 364 weeks. Silsby died on December 29, 2013.)
