Fisher received the B.A. degree in philosophy from Bowdoin College, Brunswick, ME, USA, the Ed.M. degree in education from Harvard University, Cambridge, MA, USA, and the Ph.D. degree in mathematical psychology from the University of Michigan, Ann Arbor, MI, USA. He is a Principal Technical Advisor at the Volpe National Transportation Systems Center in Cambridge, MA. Previously, he joined the faculty of the University of Massachusetts (UMass) Amherst in 1982 as a Visiting Assistant Professor in the Department of Industrial Engineering and Operations Research and recently stepped down as the Department Head in Mechanical and Industrial Engineering at the same institution.
