found: Oxford DNB online, 4 Mar. 2015((Ida) Phyllis Barclay-Smith, ornithological administrator; born 18 May 1902 in Cambridge, died 2 January 1980 in London; in 1924 she became assistant secretary of the Royal Society for the Protection of Birds (RSPB); she addressed the seventh International Ornithological Congress on the subject of oil pollution at sea in 1930; in 1935 she left the RSPB to join the International Council for Bird Protection, at first as British section secretary, then sub-secretary to the secretary, Count Lippens; she was to devote a lifetime to it, apparently in an entirely voluntary capacity; she found time to translate several bird books from French and German, and contributed some texts of her own; although not an active aviculturist, she was persuaded to become editor of the Avicultural Magazine in 1938, continuing for thirty-five years)
