Vernon Weaver Jr., an Arkansas businessman who led the Small Business Administration under President Jimmy Carter and was the ambassador to the European Union under President Bill Clinton, died here [Miami, Fla.] on Dec. 28 [2010]. He was 88. Mr. Carter, who met Mr. Weaver when they both attended the United States Naval Academy, named him administrator of the Small Business Administration in 1977. Among other initiatives, he inaugurated special loan programs for businesses owned by women and members of minority groups. He served in the post until Mr. Carter left office in 1981. Appointed to the ambassador's post by Mr. Clinton, he served in Brussels from 1996 to 2000. Arthur Vernon Weaver Jr. was born in Miami on April 16, 1922, and attended the University of Florida before being appointed to the Naval Academy)
