In 1871, he founded Carter, Rice & Company, a paper making company, with Frederick Rice. The firm was incorporated in 1883 with Edward Palmer and George Lowe taking over the interest of Rice. Carter expanded into manufacturing and built up the Nashua Gummed & Coated Paper Company and the National Bread Wrapping Machine Company of which he was president. He also became president of the Rice & Carpenter Paper company of Denver, and of the Carso Paper Company of Dansville, New York. Carter served as treasurer of the Carter's Ink Company, and for two years was president of Boston Paper Trade Association. A civic leader, he worked with the Boston Board of Trade to build Boston's subway "tunnel", went to Washington, D.C. as Boston's representative to the National River and Harbor Commission, and was an active member of the Boston Merchant's Association and the New England Paper Merchants' Association)
