found: Oxford DNB online 12 May 2014(Wolfgang William Romer, military engineer; born 23 April 1640 at The Hague, Netherlands; son of Mathias Römer of Düsseldorf who was ambassador to the United Provinces from the elector palatine; nothing is known of his early years or education, but by 1688 he had seen much service as a military engineer under William, Prince of Orange, whom he accompanied, as a colonel, to England in November that year; by royal warrant in 1690 he was appointed engineer in Ireland where he remained until 1692; in 1697 he was ordered to New York for duty there and in New England; over the years 1697-1706, he mapped the Hudson River valley and large areas of upstate New York; he designed and built defensive outposts on the Canadian frontier; in 1708, he designed defences for Portsmouth and constructed Blockhouse Fort at the entrance to the harbour there; he remained in charge of Portsmouth's defences until his death on 15 March 1713; he was buried at Düsseldorf)
