(a Special Court of Appeals of Richmond was originally established by act of the General Assembly of March 31st, 1848 with jurisdiction to hear and determine all causes which had been pending on the docket of the Supreme Court of Appeals more than two years; due to doubt regarding the constitutionality of this 1848 act establishing the Court, an act of Assembly passed February 25, 1854 carried into effect the clause from the new 1851 Constitution of Virginia which conferred upon the Legislature the authority to establish Special Courts of Appeal, to try all causes which were pending on the docket of the Supreme Court of Appeals)
