Powell, 79, former chief engineer of the Queens Topographical Bureau and the man who was chiefly responsible for laying out 2,500 miles of borough streets, died yesterday in his home at 42-23 165th St., Flushing...Funeral services will be be conducted at 2 p.m. Thursday at the the Friends Meeting House, Flushing. Burial will follow in Flushing Cemetery."
