Hofmann attended high schools in Ellwangen and Ehingen and the University of Tübingen (studying theology and philology). In 1867 he was ordained a priest; afterwards he was vicar in Schramberg, and served in Tübingen and Versailles. 1877 he became Professor in the Obergymnasium and head of the Konvikt in Ehingen and pastor in Urlau in 1894. On 17 November 1896 he became a member of the Reichstag for the Constituency of Württemberg 13 including Aalen, Gaildorf, Neresheim, and Ellwangen. He represented the constituency until 1907 and belonged to the faction of the Center Party.)
