Presently the window opens and Miss Ober, in long white hospital apron and rubber gloves, begins her three hours' work with the children. The rubber gloves are a very necessary precaution, for there is typhus and many other contagious and infectious diseases about. The ailments are of great variety, but much of the trouble is skin diseases and diseases due to malnutrition and uncleanliness. This picture shows Miss Ober giving a can of milk to a Roumanian mother with her baby. The baby is tied up in swaddling clothes so that it can be carried easily

47. Hine, Lewis Wickes, 1874-1940 DAVID FRANKLIN HOUSTIN [sic], CHAIRMAN OF THE N.C.L.C. Mr. Houston was secretary of Agriculture in President Wilson's Cabinet, 1913-1920 and Sec. of the treasury 1920, 1921. He has been active in educational affairs throughout his life and in the promotion of social welfare generally. He has been a teacher and school Supt., a college professor in political and social science; president of the Agri. and Mechanical College of Texas; dean and later president of the University of Texas; Chancellor of Washington University; chairman of the Federal Board for Vocational Education; chairman of the Farm Loan Board; member of numerous official commissions; and a writer of force and distinction on historical, economic and financial topics. He was born in Monroe, Union Co., N.C. in 1866, received the degree of Bachelor of Arts from South Carolina College, and Master of Arts from Harvard. The degree of Doctor of Laws has been conferred upon him by seven different colleges and Universities, including Harvard, Yale and the University of Wisconsin. Mr. Houston says he looks upon his work with the National Child Labor Committee as presenting a great opportunity. It is the same opportunity that is shared by every member of the organization. 52. "Orphan Annie" and her brother. American relief workers called her "Orphan Annie" because she was so kind and good to all the other orphans. This kind faced girl in the picture came to the Lost Princess Hospital in Bucharest, which is being aided by the Jr. Red Cross and applied for medical attention for her baby brother. The child was so crippled from mal-nutrition that he had lost the use of his legs and she had tried to carry him down from their mountain home. "Orphan Annie" has been made a co-worker in the Jr. Red Cross child welfare work. She has brought to the attention of the hospital many needy orphan cases Apr. 1920 [date received]
