He was born in Dumfries, Scotland. He held many civil service appointments in Asia: Home Secretary to the Government of British India 1882, Chief Commissioner of the Central Provinces 1887, Chief Commissioner of Burma 1890, Member of the Supreme Council of Burma 1895. After his service in Burma, he was appointed Lieutenant Governor of Bengal (1895-1898). Retired in 1898 due to poor health, he return to Britain and became Chairman of the India Development Company.)
