Father of the economist and civil servant Jesús Reyes-Heroles González-Garza and the writer and political analyst Federico Reyes-Heroles; received as a lawyer by the National Autonomous University of Mexico, completed postgraduate studies in law at the University of Buenos Aires, the Colegio Libre de Estudios Superiores of Buenos Aires and the National University of La Plata; he was a professor at the Faculty of Law of UNAM; Faculty of Accounting and Administration - of the Máxima House of Studies, as well as at the Higher School of Commerce and Administration of the National Polytechnic Institute; during his professional life he held various positions, as an advisor to the Labor Secretariat, the head of economic studies of the National Railways of Mexico, from 1953 to 1958, later was elected as a federal deputy in the XLV Legislature - from 1961 to 1964- by the Institutional Revolutionary Party, assumed the general direction of Petróleos Mexicanos from 1964 to 1970, creating the Institute in 1965.
