Scope Notes
- The datatype consists of a prefix indentifying the authority which issued the ISIL, a dash, and an identifier issued by that authority. The datatype is alphanumeric with a maximum of 16 characters; valid symbols are A-Z, a-z, 0-9, slash (/), hyphen (-), and colon (:)
